What I know at this moment:
1. a) New arrival - Captain Rip Hunter as labeled by Mick Rory, statement not denied and further corroboration that they know each other, also Leonard Snart, though from a point in his timeline before having met Hunter 1. b) According to Captain Hunter, the various effects are a common side effect of jarring temporal transitions (assumption: in his universe, he has some experience with them)
2. Not yet able to calculate the probability. I haven't found other such events recorded, it could be because of the particular nature of his agreement with the Admiral/a side-effect due to the current state of the barge
If the effect happens again with another new arrival, it may offer more information but otherwise I'm still going back through what I can find (it doesn't seem that there was a similar effect at the arrival of Mr. Rory).

I've been waiting for it. Something like it. I looked it up, the effect of electric shock on the brain. And most of what I found was for much less. For differently wired minds. Everyone else died, no long term case studies.

People disappear. People come and go with no set pattern in what they remember. None of this could be real and it's all a trap and they're stuck playing a game or maybe just a larder being exercised -

Iris might be able to create more individualized temporal bubbles. She's likely to have more information about the possible ramifications too but a temporary setup could provide space to make more solid arrangements.
If the Admiral's time is anything like Calendar time, he has many ways to reassert it against disturbances.
[He isn't worried about serious damage to the ship. But he is worried these side effects may be too small for the Admiral to care about, recurring or not.]
